Why Persona 5 Royal has 10 routes instead of the original game's set
The nine returning options are Ann, Makoto, Futaba, Haru, Hifumi, Chihaya, Kawakami, Takemi, and Ohya. Persona 5 Royal adds Kasumi Yoshizawa as the tenth romanceable character. This is why a search result or old guide that only names nine options can be incomplete for Royal.
The spelling in this guide follows the English release. Kasumi's later identity is a story spoiler, so the main roster uses the name most players see when she is introduced. Japanese material may use Sumire after that reveal. These names refer to one Confidant route, not two separate choices.
This count describes available romance routes, not the number of characters you must date. Every route is optional. You can finish a Confidant as a friend, leave a route unfinished, or choose romance without changing the other characters' ability rewards.

Kasumi needs an extra timing note. Her Faith Confidant begins earlier, but the later progression belongs to Royal's third semester. You cannot finish her route by treating it like one of the nine returning Confidants before that semester is available. The romance decision comes near the end of her route, not at her first five ranks.
